People’s Emergency Center celebrates opening of Jannie’s Place A sustainable, affordable housing facility in West Philadelphia

The People’s Emergency Center celebrated the opening of its new sustainable, affordable housing facility Jannie’s Place with the slashing of a giant energy bill led by Third District Councilwoman Jannie Blackwell. The building is dedicated to Blackwell for her commitment to supporting PEC’s mission to provide services to homeless women and children, revitalize West Philadelphia neighborhoods and advocate for social justice.


“The dedication of Jannie’s Place is a tremendous honor and a well-deserved honor for Councilwoman Blackwell, who has done more for affordable housing than any other Councilperson in the city’s history,” said Congressman Chaka Fattah (D-PA).


As part of a push to make Philadelphia more environmentally friendly, Jannie’s Place features 29 energy-efficient units and a “green” roof that uses plant cover to lower temperatures and reduce the building’s energy consumption . Representatives from State Farm Insurance also presented a $50,000 check to PEC prior to the energy bill slashing.



Deborah McColloch, director of the Office of Housing and Community Development, said, “OHCD is proud to support Jannie’s Place. It not only provides vital housing for vulnerable families, but its sustainable design will have a lasting impact on the entire community.”


Cherrell Rister, 23, said she is eagerly waiting for the opportunity to move into Jannie’s Place with her children 4-year-old Leyanna McKnight and 2-year-old LeBron McKnight.


“I’m looking forward to the opportunity to have my own space, and it will be great for my kids to have separate rooms to play,” Rister said. “Since my mom passed away in 2004, I have been living with my grandmother, and there’s not a lot of space for all of us.”
