The City of Philadelphia is encouraging low-income residents to participate in the Department of Revenue’s Real Estate Tax Installment Program, which allows qualified homeowners to pay their current property tax bill in eight monthly installments without penalty. The application deadline for FY13 participation is February 28, 2013.  The Installment Program payments begin in May 2013.

In subsequent years, approved residents who continue to meet the eligibility requirements and abide by the installment plan guidelines will automatically be enrolled in a 12 month installment plan for real estate tax payment.  Applicants who are approved do not have to reapply for the Installment Program.

“The Real Estate Tax Installment Program is an excellent option for every low-income Philadelphian, especially seniors.  Spacing property tax payments out over several months eases the burden of one lump payment for our most vulnerable individuals and families,” said Mayor Michael A. Nutter.  “I want to encourage every Philadelphian who thinks they may be eligible for this vitally important program to apply.”

To be eligible for the Installment Program, applicants must own and reside in their primary residence and meet household income guidelines.  To qualify, the income of a family of four cannot exceed $42,720.  For FY13 enrollment, applicants must use 2011 income information.

Revenue Commissioner Keith J. Richardson said, “I hope everyone takes the opportunity to work with the great Revenue staff to sign up and apply for this very beneficial program.  Applications can be filled out online or at three locations across the City.  We want to ensure that every eligible Philadelphian is enrolled.”

Individuals can apply online or in person.  Online applications are available in both English and Spanish on the Department of Revenues website at:

Residents can also apply in person at three locations across the City:

Main Concourse, Municipal Services Building, 1401 JFK Boulevard, 8:30am – 5pm;

Hope Plaza, North Philadelphia Municipal Services Center, 2761 N. 22nd Street;

Northeast Municipal Services Center, 9239 Roosevelt Boulevard.

Real estate taxes for FY13 are due in full by March 31, 2013.  Real estate tax payments received after March 31 will be subject to increased charges.  Residents who pay their FY13 real estate taxes by February 28, 2013 will receive a 1% discount.
