2018 Primary Election “At a Glance” Voters Guide

Next Tuesday, Pennsylvania will hold its first election since Congressional voting district lines were modified by the Commonwealth’s Supreme Court.

The previous district lines, which were drawn after the 2010 Census, created areas that skewed outcomes in favor of the GOP candidates.

The gerrymandered districts were drawn in a convoluted manner — resulting in one district being referred to resembling “Goofy kicking Donald Duck” — that they became textbook examples of the practice around the country.

This remedial redistricting process has been faced with considerable pushback from the GOP-led state government.

There have  allegations of collusion and partisanship in the Pennsylvania Supreme Court, including calls for impeachment.

There have also been challenges mounted at the federal level regarding the overall constitutionality of the process .

Advocates for a democratic solution in which the voters themselves participate in the redrawing of maps are not totally satisfied with the outcome, either.

The situation as it stands will remain in place until the 2020 Census, barring any permanent changes in procedure.So, the long term redistricting battle is far from over.

The newly redrawn remedial map created three new Congressional districts in Philadelphia and vicinity — Districts 2, 3 and 5. (see maps for more details).
