Councilmember Green introduces bill targeting campaign finance loopholes, dark money contributions

As the City of Philadelphia gears up for local elections this year, Councilmember Derek S. Green (D-At-Large) introduced a bill last Thursday, which aims to provide more transparency and simplicity to the campaign finance process.

The ordinance fills in gaps in the existing requirements related to dark money disclosure and pass through political contributions, ensuring that the public is aware of all sources of spending on city elections. It also reorganizes provisions related to post-candidacy contributions, transition/inauguration committees, and litigation fund committees, in addition to other technical fixes. The primary result of passage of the ordinance would be a more easily understood and fairly enforced set of requirements for all participants in local elections, and full information for residents.

“To ensure the integrity of our political system, the public requires knowledge of all political contributors and every candidate and campaign must be able to clearly understand the requirements of the City’s campaign finance regulations,” Green said. “This bill is meant to set clear rules and consistent standards for anyone seeking elected office, as well as taking a step to restore the long-eroded trust and faith of our citizens in their city government.”
